Abstract

Residential neighborhoods in Algerian society know a crime of a new kind, characterized by terror and severity despite the existence of a modern legal arsenal to curb it. Sensitive from society, which is the category of juveniles and luring them into the world of delinquency and delinquency, and we concluded that the competent authorities gave great importance to addressing this phenomenon due to the spread and seriousness of this crime, it caught the attention of the national public opinion, and a strategy was developed to combat it, and this is through the issuance of Order No. 03/20, and we concluded that unemployment, delinquency, need, lethal emptiness, under the influence of hallucinogens and drugs, lack of social control, social collapse and social disintegration are the most important causes leading to the spread of the phenomenon.
