The problem of local development In marginalized mountainous rural areas

Abstract

Local development is a theme of great importance in the studies of geographical, economic and social factors, because it represents a process that can eliminate spatial disparities and achieve regional balance. This is the goal sought by the Algerian state since independence, so several tools have been deployed, notably the programs for the year 1966 and the local supply programs in 1970, in addition to the municipal development plans which are distinguish themselves from the rest of the schemes by their global approach, so that each municipality can integrate its own activities into its development and investment projects. These municipal development plans are a fundamental tool in the development of the community. This article studies the role of municipal development plans in the effective functioning of development through the study of the Algerian experience (more than 25 years) taking the north of the wilaya of Mila as a study model. The article will attempt to identify the potential of the natural and human resources of the study area; to study economic activities in the region; to analyze the financial aspect of municipal development plans; to study basic local structures and equipment; and finally to discuss the results obtained and propose solutions.
