The study aims to assess the effectiveness of prevailing language tests in measuring speaking skills and propose alternative evaluation models to develop communicative competence among language learners.

It employs a descriptive-statistical methodology, analyzing skill distribution in traditional tests and comparing it with modern communicative and contextual approaches.

Central questions address the limitations of quantitative evaluation in assessing oral creativity and how alternative tools (presentations, interviews, portfolios) can enhance communicative proficiency.

It also examines shifting from final summative assessment to continuous models that account for psychological and discursive components of speaking skills.
